On 7th December 1998, the Public Works Department (PWD) of Govt. of Maharashtra and Ideal Road Builders Pvt. Ltd. (a concessionaire), 100% subsidiary of IRB Infrastructure Developers Ltd., entered into a Concession Agreement for strengthening of Chinchoti Naka – Kaman – Paygaon – Bhiwandi Road section of SH-4, in Vasai and Bhiwandi Talukas of Thane District, with private financing and toll collection on BOT basis.
The project was part of SH-4 from Km 0.000 to Km 22.000.
The concession period was of 15 years and the concessionaire was allowed to collect the notified user fee from the road users during this period.
