On 23rd January 1998, the Public Works Department (PWD) of Govt. of Maharashtra and Ideal Road Builders Pvt. Ltd., (a Concessionaire), 100% subsidiary of IRB Infrastructure Developers Ltd., entered into a Concession Agreement for improvement, strengthening and black toppling of Bhiwandi – Wada road (SH-35) with private financing and toll rights, to build, operate and transfer maintain the said project. The concession period of the Project was 10 years and 8 months from the Appointed Date.

The Concessionaire was allowed to collect the notified user fee from the road users during this period.

Ideal Road Builders Pvt. Ltd. was entrusted to build, operate and maintain a 18 Km section of SH-35 between Bhiwandi and Wada of Thane District in Maharashtra.

The said project comprised the section of SH-35 from Km 0.645 to Km 18.000.

SH-35 is important link between Eastern Express Highway, i.e., Mumbai-Agra Highway and Western Express Highway, i.e., Mumbai-Ahmedabad Highway.
